The Hempstead Postmaster Is Instructed Concerning the Junius Circulars.

HEMPSTEAD, Tex., July 31. — Postmaster Young has received the 250 circular letters each in an open envelope, with postage pre-paid, which he had sent to the postoffice department at Washington, fearing he would violate the postal laws by distribution in this postoffice.  The postmaster-general decided that he must distribute them, as the author, if known, is the only responsible party in case of a violation of the law in using the mails for wrongful purposes.

The circulars will be remembered as the ones reviewing the many terrible crimes in Waller county since its organization, ten or twelve years ago.  They are signed "Junius."  They have created quite a stir throughout the county, as nearly every voter has received a copy.

Mr. W. M. Felker, who participated in a pepper-box duel with another young man about ten days ago, is now up and attending to business.  His friends are rejoiced to notice his rapid recovery.
